Hello Dawn. At the end of November the cold would have started to set in. It's pretty mucha lottery as to whether you will get a week of sun, a week of wind and rain or a little bit of both.
Even on a sunny day, at the end of November you will definitely need a wetsuit if you intend to do any snorkelling. This, together with any other snorelling equipment can be hired from one of the 40+ diving schools there are on the islands. Diving schools are found at all major resort areas and most of them open all the year round. Hire for wetsuit, mask, fins and snorkel will cost between $10-20 for a whole day, the dive school may a deposit or some security. Some boats provide mask and fins either for free or against a charge so you should shop around (Don't know of boats which provide wetsuits). There will be no objection if you use your own equipment.
Trips to Comino can be booked at all major resorts. Weather permitting, boat operators operate during that time. However it will be the end of the season so make your bookings towards the beginning of your stay here.
