No direct bus. Taxis are infeasible. You may be able to find a tour that would do it.
There's lots of biking in Tucson, and you can bring your bike onto (or, rather, put it on the front of) the SunTran buses.
The eastern district is much easier to reach by bike, as the bus routes come within a couple of miles of it, and the terrain is much easier.
The western district is at least ten miles from a bus stop, and you have to go over the Tucson Mountains to reach it.

Unfortunately though, like most medium-sized American cities, Tucson is very car-centric and it is very difficult to get around without one.

Hope that helps.

Not sure if you have already left or not, as you didn't mention the dates you will be here. Bit, correct, the public busses, which usually run around every 10-20 minutes on the main routes, have racks on the front for bicycles.

You also did not mention where you will be staying, so more difficult to give directions. But if you can get ont the #8 bus (broadway), ask the driver to let you out at the stop closest to Old Spanish Trail. There is a bike path off the side, as well as a bike lane at the side of the road that will take you all the way the Saguaro National Park East.

Or, take the #7 (22nd Street) all the way to Harrison Road. Get off the bus and less than 1/4 mile easto fo Harrison Road you will meet up with Old Spanish Trail. Here is a link to the bus routes

There is a 9 mile loop road that a lot of people bike. But it is very hilly, with a particularly difficult one about half way through.
