Take a look at expat.ru or moscow.ru where you will find a section on estate agents and flats (mostly Moscow but there are links to other places)
In Russia cash is King. Only a few banks are starting to think about credit for home loans etc.
Cheques do not exist, as such.
Buying a place is difficult for foreigners.
A decent renovated place near the city centre should not cost more than $300/month but find a Russian friend to negotiate for you - foreigners pay at least twice the going rate.

3. Best places for renting/buiing flats are specialized agencies which are of great numbers. Come to NSK, buy some newspaper and go on ...

How about buying an updated or new western style flat? What can I expect to spend in the inner city of Novosibirsk? Like a 2 bedroom, maybe 80-100 square meters.

Hi, it's from USD 130 000 and above ... I guess you shoul count on USD 150 000 in average.
But don't forget about flats in state of investing money. Their costs are much lower!

to rent an ok studio will cost you minimum 300$, 1-2 bedroom flat about 400. best place is centre. and the rent is prefferably paid in cash.
