I don't know Vladivostok, but I have heard that there are *some* Africans living there. I found this article on the Internet - http://vn.vladnews.ru/arch/2003/iss344/News/upd31.HTM - although it isn't very useful. Like in any Russian city, I would recommend trying bars known to attract foreigners or university hang-outs. Good luck to you!
