It wont be that fun anymore ... most of the people will be gone by mid-March. So the city becames like a "ghost town"... and its still very nice. But you are looking for party, so I would recommend you to stay in BA.

it all depends...what are you looking for?, what are your expectations?.
I like mar del plata in march, quite empty, sunny, time to read...think, go to the beach...very relaxing... But if you want to be at a crowded place with lots of fun, then you should probably stay in BsAs. Suerte!
