Cuzco and Lima are the hubs. But remember both are also hubs for scammers and thieves targeting tourists. Try Academia latinoamerica at latinschools.com. They have schools in three cities. I got college credit for one in Sucre, Bolivia. It is not the cheapest, but it is professional.
