Have a look at the Kort & Matrikelstyrelsen website
http://www.kms.dk For the Faroe Islands, they offer a 1:200000 and a 1:100000 top level maps. They also produce a series of 37 1:20000 maps. For Torshavn, you probably want map number 509. I've not fully explored the site, I'm not sure if you can buy online. Good map shops should sell the 1:200000 and 1:100000 maps, but the local ones may only be available in the Faroes.
