You have to flight no other way.
You have 3 options : - Yangon - Tachilek and then bus to Chiang Mai - Yangon - Mandalay - Chiang Mai - Yangon - Bangkok - Chiang Mai (Bangkok - Chiang Mai also by bus or train)

As far as I'm aware of, there are no direct flights FROM Mandalay to Chiang Mai although Air Mandalay does offer a reverse flight [CM>MND] once a week on Thursdays. Air Mandalay also offers a flight MND>YGN>CM so there is a direct flight of Yangon to Chiang Mai [but might not be available during the slow/low season. Other options are flying either Mandalay or Heho to Tachileik wherein you can cross the border bridge into Mae Sai Thailand and catch a 5 hour bus to Chiang Mai.
