La Paroquia, it a little coffe shop that serves panini style sandwiches, very posh and reasonable. Popular for unique way of serving coffee. Think Cocktails the movie.

Hello!

I could suggest you many good restaurants, but there's a comun mistake on your question... is your husband coming to Veracruz state and going to the Port of Veracruz or is he coming to the capital city, Xalapa?
Either way, there are some restaurants that i like to visit when in those cities:
Port of Veracruz: "Los Farolitos", this a restaurant that´s near to the main boulevard, they serve Mexican Food and it's not that expensive (around $10 dls per person complete meal). It is visited by many local business men and any taxi driver can drive you there. Also, i support the option of the "Cafe Parroquia" it's a must when in Veracruz and the coffee known as "lechero" it's truly delicious!
Xalapa: The Capital City has a wide variety of restaurants, ranging from traditional mexican, local or international food. If you like meat, the "Asadero Cien" it's the choice, it's cheap and you'll be very satisfied, (prices around $8 to 9 dls, may be mnore if you're hungry) but if you are willing to try regional food, then the "Salto de Xala" it's the place, although you can go downtown and eat on the coffee shops that offer meal menus at lunch time (1:00 to 3:00p.m.)
Anyway, hope this info helps your husband
bye bye
