Hotel Tax in Tallinn (Estland)?

Is there a tax or service charge added to the hotel rates in Estland? When I do a search over the hotel section in virtualtourist there are only vague information about that (i. e.: All prices include taxes, however in some countries, a local tax is charged in addition to the room rate and/or a service charge may be included. )

If I remember correctly, when we visited Tallinn the previous time we stayed in Sokos Hotel Viru - where the tax was included to the price of the room. And I don't remember seeing any service tax in the hotel or restaurants. I'm relying on my memory, but this is how i remember it.

Price is all inclusive, in the big hotels it is also included breakfast. I never book by agent or hotel search site but direct contact to the hotel site or my local travel agent.
