The bed and breakfast accomodations in Canada can be an affordable way to travel - some are country inns and some are comfortable rooms in private residences. A good directory is www.bbcanada.com.
You may have a higher price for being right in Kingston itself. If you are able to get around by car you may be able to find more affordable accomodations outside the city in the country or in one of the historical towns surrounding Kingston.

We stayed at a wonderful B&B in downtown Kingston. The Frontenac Arms located on William Street.
Wonderful hosts and breakfast, duvet bedding close to shops and bars our own jacuzzi. We only paid 85.00 per night and it was well worth it.
