We were just there in August. The roads are best described as "semi-good" in the area that Montpelier is in. Go east(toward Golden Rock)and they quickly change to "poor", go west of the Inn (toward Charlestown)and they are better. We rented an all terrain jeep and drove all the way around the island twice while we were there and believe me you definitly need it between Nesbit Plantation and Golden Rock (eastern side of the island). Truthfully it was worth it because this is where alot of the ruins are, the best views of Antigua and Barbuda (You'll know the spot as soon as you see it!) and the best place to see a monkey!
Not to say you won't find any scooters to rent but I did not see any on the roads. Although, I can see where one would be useful in Charlestown. The traffic is going both ways on some parts, the streets are narrow, have parked cars on either side, deep gutters and not to mention that pedestrian traffic is heavy. Oh, and you have to drive on the left side of the road. Good luck we were there in the off season!
