You can go via Guam or Manila.

Most visitors to Palau arrive on Continental Micronesia by way of Guam, the international air service hub for the Micronesia region. Two weekly flights from Manila and charter flights also currently connect Palau with other metropolitan Asian cities.

It seems that the flight from Guam to Palau is very expensive; round-trip on Continental Micronesia is US$830. Check out their web site at www.continental.com.
It might be less expensive to take a package tour; Palau is a popular site for scuba diving and their seems to be plenty of deals. The following link has a lot of information about these islands: www.travelmaxia.com/micronesia/index.cfm Hope this helps!! ;-)
