I've been to TianShui but someone else paid for the trip so I stayed in the best hotel. Can't tell you what is cheap there but my guess is almost anything is cheap there. In Xia He, everything is close to the monestary. It's a small town. Tara Guesthouse is quaint and cheap, about 60 yuan for room for two, western style toilet on the same floor but not in the room. From the bus station, walk toward Labrang monestary (or "la bu long si" in Chinese) or take a 3-wheel taxi. Just before you cross the creek and get to the monestary, look for Tara GH on the left corner. It is hidden and the entrance is inside a small shop that has wide open doors. Across the street, look for Nomad Restaurant on the second (or third?) floor. Entrance is around corner on left. Also, when you go around that corner, look for a tiny restaurant with blue windows. Great Tibetan bread and honey, omelets, etc. Sit at a table or on the couches with the Tibetans.
