I consider the trip to Lithuania and Latvia seaside this July (2+2children by car). 1.It looks that spending a couple of days in Nemunas Deltas area gives an advantage of visiting Kuronian Spit and Klaipeda.Is that correct?Otherwise I can set "my base" in Pape Lake area and in rainy days visit Palanga/Kretinga and Klaipeda. Will I miss something else worthy to visit there or on the way Kaunas-Klaipeda?
2.Is Deltas Nemunas is interesting to visit in July?
What could be the average and minimum price/per person for acomodation in a private house or a camping hut - simple (no radio or TV but convenient bathroom/WC)standard in such area? Maybe any recomendations? Maybe quiet or wild camping places also for tents?
3.Does anybody know places in this area good for swiming for children?
Is the water in Niemen river and Kuronian Bay (at this part) clean (for swiming)?
4.Is it worthy to obtain Russian visa and visit Kaliningradskaja Oblast for one day- to see somethig nice or realy interesting? If yes-Is it easy to cross the border for pedestrians?
5.Has anybody heard anything about canoeing on Bartuva river in Lithuania or Latvia?

I understood, that you are driving by car.
Actually I would not recomend you to stay in Nemuno delta for two days, there are much more atractive places to swim. Water in Nemunas delta not always is clean enough for swimming, it depends of temperatures. Sometimes it is even forbiden to swim there. So, better place to swim is the Sea. But Nemunas delta is very nice place to look at, nice nature, lot of birds, etc. I would recomend you to take one day trip there. I will check posibilities to stay and let you know. I will make you list of what to do there.
21,22,23 July we have Sea Festival in Klaipeda, three days and nights with lots of concerts, theatres just on the squeres in every corner of the city. If you are on this time in Klaipeda, you will see this biggest festival of the city.
To visit Kurshian spit with towns Nida, Juodkrantė, the best way is from Klaipeda. 10 minutes by ferry (0,5 euro p.p. ticket), then every 15 minutes small busses are running to Nida ( 1 hour, 2 Euro p.p. one way + 4 euro ecological payment). There you will find high like mountains white sand dunes and beach is also very nice.
One day for NIda is enough, so you can come to Klaipeda in the evening. Satying over night in Nida is quite expencive and needs reservation. Also food is more expencive than in Klaipeda, souvenirs as well. If you decide to go to Nida by car, ferry will cost aprox.8 Euro for car + 2 euros for all passangers. Then after few kilometers of your road there is ecological payment place, you will pay aprox. 6 Euro payment for car and 3-4 Euro for pasangers.) It is only entrance fee, on the way back you don't need to pay feryy and you don't need to pay eco.payment. You pay only when comming to Nida, not when you come back.
If you stay in Klaipeda and just want to the beach without too much traveling around, so the best beach of Klaipeda is on Kurshian spit, you have to get by ferry - 10 minutes to Smiltyne, just other side of lagoon.
If you go then to Latvia, so maybe it will be interesting for children to visit aqua park in Jurmala www.akvaparks.lv .At the moment it is biggest water park in Baltics.
For staying in Klaipeda you can check - hostel "litinterp". They have room for 4 person and they have reasonable prices and location is really good.
