I'm not sure about Bolinao, but the more popular jump off point to Hundred Islands is Brgy. Lucap, Alaminos.

You can try a "Full Keyword Search" of "hundred islands" on the VT. You will get a lot of info.

I have not been to Bolinao but I almost bought a beach property there a while back. You should be able to arrange a boat from Puerto del sol. However, they in turn will arrange it with somebody from the "fishing port (pantalan)" so I suggest you just head down yourself to the Pantalan and negotiate yourself with the boats there. I am told, for a big boat enough to carry the whole barkada, it would cost you from 1,000 to 2,000 pesos depending on your negotiation skills. A friend of mine who lives there, his son works as a scuba instructor at Puerto del sol and he said he hired a small banca enough for a couple of person from the pantalan to hundred islands for 500 pesos. The boat will wait for you in Hundred island and will take you back to the bolinao pantalan at the end of the day.
Hope this helps and enjoy your stay in Bolinao.
