I think you need a general permit to visit India, and there is no special permit for Sikkim.
So if you have the permit to visit India, you could go to Sikkim as well. Hoever , there are certain areas in and around Sikkim, where everybody (including the Indians) need a special permit. These areas may be, however, restricted for foreigners from all/certain countries. YOur travel agent in India or the Hotel where you stay in Sikkim can arrange for this permit from SIkkim Tourism Department. The Googled result provided this link for information: http://www.thokalath.com/tourism/visa.php

hi!
Actually it is like this- Visiting Sikkim requires a ILP (Inner line permit) which you can easliy obtain at the Sikkimese border or any Indian Embassy or Consulate. Foreigners (including Bangladeshi or Pakistani) requires an ILP which is issued for 15 days in the beginning and the same can be extended for 45 days on your arrival at Gangtok. For more info. you can visit www.sikkimtourism.com Satish.
