My friend and I just took a bus from Arequipa to Arica. Acctually a bus to Tacna and then a collectivo over the border. Perhaps you can take a bus to Tacna as I am not sure if there are collectivos originating in Arica. There were no buses from Arequipa to Arica, you had to stop in Tacna and arrange transport there. From Arequipa to Tacna was about $8 US and took like five hours. The collectivo (some guys car) to Arica from Tacna was only like $3 US and took about and hour. I hope some of this helps out a little.
