is it possible to go by ship/boat from Tulcea to Turkey?

how expensive is it? how does it compare to flying from Romania to Turkey.

does a US citizen need visa to go from Romania to Turkey

There is a bus company running buses from Constanta to Istanbul, Turkey, but not from Tulcea: Ozlem Tur Turism, str. Theodor Burada nr. 1 - Autogara Sud, +4-0241-662526 (as you exit the railway station in Constanta, turn left and their office lies just behind the first row of apartment buildings). They also have an office in Tulcea and they have a bus service from Tulcea to Constanta that connects with the one from there on to Istanbul: Ozlem Tulcea, str. Isaccei nr.94 - In side the Polivalenta Hall, tel. +4-0240-510099,+4-0788401407. Their bus goes from Constanta via Varna and Burgas, a O/W ride costs EUR 35 as far as I remember, and it is overnight (the bus starts somewhere in the afternoon, 2-3 PM and gets to istanbul more or less 12 hours later, depending on customs. US citizens need no visa for Romania or Bulgaria, but they do need one for Turkey, visa that can be bought upon the border check, it costs EUR 10. Currently there is no ferry from Constanta to Istanbul and there is no straight flight, you would have to return to Bucharest.
