dead easy to get to Mactan from cebu City. depending on traffic should take about 25 mins or so. Plenty of beach resorts. Plenty of jeepneys ply that route. taxis are fairly cheap to get their , probably about 150pesos or less.

If you will be arriving in Cebu via plane, Cebu airport is in Mactan Island. Cebu and Mactan islands are connected by the Mandaue bridge (old one) and a new bridge (can't remember the name).
There are several inns, hotels and resorts in Mactan: Shangri-la Mactan, Waterfront, Crown Regency, Maribago Bluewater Beach, Plantation Bay and Tambuli Resorts. You can also stay in Mandaue City or Cebu City. The former is around 15 minutes from Mactan, while the latter is 30 minutes, really depending on the traffic, although there are "flyovers" and alternate routes (via reclamation area).

thanks... are there accessible white sand beaches in Mactan Island? I was thinking of skipping Malapascua for Mactan if there are white sand beaches in the latter..

I did not see any jeepney with route of Plaza or Colon to Mactan, but there are a lot of jeepneys with route of Plaza or Colon to Mandaue .. You might need to change jeepney couple of times..
There are few budget inns /resorts in Mactan, as most of the resorts there are high end. Hotel Cesario could be an option , its near the airport, but still far from Maribago, the area where there are a lot of resorts. I recommend that you stay in Cebu City, there are a lot of pension houses near Fuente..plus its near Larsian the barbeque plaza.. and just go to Mactan early morning and go back at night.. Maribago Bluewater accept day trip, entrance fee is 350 pesos (few years ago), you could use all facilities, it got great pool, and good restaurant too.

I would not skip Malapascua for Mactan. I think that would be a mistake. If you have time on your side make the effort to go to Malapascua instead. Also much much cheaper. Up to you obviously.
Whatever you do I am sure you'll have a great time! regards, Pete

There is a bus that leaves Cebu City about 5am that actually links into the 'ferry/banca' across to Malapascua.
