By the way, Clint Eastwood hasn't been the mayor of Carmel-by-the-Sea for about 15 years. And he never had any jurisdiction over Monterey or Seaside!
The seashore on the Monterey Peninsula is not, thank God, the same kind of experience as it is in many other dreadfully built-up places. There are no monstrous hotels on the beach--probably because the beach in Central CA isn't really a good place for sunbathing or swimming. The Carmel beach is accessible on foot from the center of this very small town, so if you stay there, you can just walk to it. If you stay anywhere within a few blocks of the beach in Monterey or Pacific Grove, you can also walk to it (check the hotel address on Mapquest.com to see where it's physically located). Seaside is a little more car-intensive--I'm not sure there are many motels close to the water. It is more of a residential area.
