Hi,

I have 10 hours at the Narita Airport before catching my next connecting flight. I hold Malaysian passport and I don't know if I am allowed to go out of the airport. It seems that I have been getting different answers from the Japan embassy and the JAL.

Please advice.

In short you may be allowed to leave the transit area at the discretion of the immigration but you are advised to obtain transit visa. See below and good luck)))

JAPAN (JP)

Visa not required if:
A.
- eligible to obtain a Shore- Pass or Transit-Pass (for
condition details see: For details, click here . or
For details, click here .) from airline ground personnel (before
clearing at Immigration);
- holding tickets with confirmed seats; and
- all documents required for onward journey; and
- sufficient funds to cover stay.

(However, it is highly recommended to obtain a visa. If
arriving without visa, passenger will be subject to thorough
interrogation and strict checks by Immigration Officers upon
arrival.)

OR
B.
- continuing journey to a third country on same day, provided:
- not leaving the airport transit lounge, and
- holding confirmed onward tickets; and
- all documents required for next destination.

A second intermediate landing is possible only as a domestic
sector of an international flight.
Haneda and Narita cannot be recognized as the same airport.
If continuing from another airport near to the airport of
arrival, transit time should not be more than the following
3 days.

Issue of Shore-Pass is up to discretion of the Immigration
officer. Therefore, passengers are strongly advised to obtain
transit visa prior to arrival.

Shore-Pass may be issued if:
- transit time is not more than 72 hours; and
- departing from the same airport of arrival.
Another intermediate landing in Japan is possible:
- only when travelling on a domestic sector of an
international flight; and
- not leaving the city and vicinity where the airport
is located (see note 22 below);

I'm also holding Malaysian passport and will stop by Narita for 9 hours on the way to US by end of Nov. Yes you need to get Japan Visa to go out of the airport. Which i have already got my visa, it only take you around 3 working days to complete the visa.
