Sorry to hear that news about inundation and landslides. I now read in El Commercio (Lima-Perú) on Internet that the Red Cross has started a campain with name "El sur nuevamente en emergencia" (The south once more in emergency), to collect money for damages in the south.

Puno is a town in the south part of Perú, at the side of the lake Titicaca. Puno is also the capital of the Departemento of Puno (=great district). P4 refers of course to the town.
(If you want to find it on your map, look at S15.90, W70.00, +3,827 m.)

La fiesta mas grande "La fiesta de la Candelaria" is celebrated for almost 20 days, from 1 to 19 February (it starts in fact the 24 of Januari with some religious ceremonies). The dance competitions starts the 2 of February.
In the celebration "Mamacha Candelaria" - says my little book - some 4000 dancing persons participate. The number of tourists at this time in Puno is about 60,000. I have in my book a list of 25 other fiestas in Puno, but as I said, Candelaria is the most important one.
Puno is still on my wishing-list and has so been for years!
Best regards
Hĺkan
