My friend is on a cruise and she will stop at Bari and have about 2-3 hours to go on shore. Are the places of interest near the pier or should she join a 2-1/2 hours tour.?

Yes, the pier isn't far from the downtown (about 5-10 min.).
She can visits the castle or the St. Nicholas church. Just one tip: pay attention to the pickpockets !!
