most of the hotels in the middle of downtown are on the more expensive side for obvious reasons. Two to check out are the Hilton Garden Inn on 14th St and the Fairfield Inn on H st. in Chinatown. Many hotels have cheaper rates in the outskirts and are near the Metro, i.e. around Crystal City and Reagan airport.

"reasonable and safe" - as TexasDave points out, there won't be any cheap hotels that you would want to stay at in the "middle of the tourist areas"...so you have to decide which is more important to you, being reasonable or avoiding the Metro. I have stayed at the Hilton Garden Inn, and while it was on business (so I didn't walk to any tourist spots), it was clean and more than adequate for the job...but it wasn't cheap. If you want REALLY convenient, stay at the Hay-Adams (http://www.hayadams.com/), which is literally across Lafayette Park from the White House...yes, I had wonderful photos of the White House last Thanskgiving when we ate brunch there. I've never stayed there - just eaten there twice - but for location, it's hard to beat...and I assume the prices reflect that fact. Bill

I am unsure why you don't want to use the Metro in DC - it is safe, easy to use, and efficient. Any hotels in the middle of the tourist areas (by that I assume you mean the Mall area) are definitely not going to be in the "reasonable" range. The tourist areas in DC are rather stretched out (if you consider just from the Capitol-Library of Congress side to Arlington Cemetery). You might want to use the Metro between these sites. Unless you have an overriding concern about the Metro, I recommend you reconsider your hotel location. I suggest you consider the Crystal City area. Yes, you would take the Metro, but you don't need to change lines to get directly to the Smithsonian, Arlington Cemetery or Capitol South areas. And the Crystal City metro stop is directly under one of the Marriott hotels (there are two in Crystal City). I've stayed in Crystal City several times (and am a native to DC) as well as guided large groups of young people through this area. It really is very simple.
