You may have your reason/s for looking for a tour guide, but IMO, it's one place that you can easily tour on your own. The city itself is small and compact that most tourist spots are within walking distance of each other. Just get hold of a city map that details the points of interest. Or, you can hire a calesa (horse-drawn carriage) and let the driver tour you around.

Get a map. Better yet hop on to one of the calesas in front of vigan church. They charge per hour but you'll get all the places you wanna see on vigan in one tour.

A tour guide is not necessary in Vigan. Save the money intended for a guide and use it for food, souvenirs and local transportation. Just go over the travel pages of VTers on Vigan and you'll have an idea where to go. Then, when you arrive in Vigan, get a map from the local tourism office, ask for local transportation cost, and decide if you'd like to ride a tricycle or kalesa. Enjoy your Vigan trip :)
