How many days will you be staying in Vigan? Will you be taking public transport? Most of the sites to visit are either free or requires minimal contribution (e.g. Syquia museum, Calle Crisologo, Baluarte, Crisologo museum etc.) If you don't fancy the restaurants, there's always fast food in Jollibee and Mcdonalds. There also small restaurants right besides Burgos plaza that offers affordable but tasty Ilocano food. I suggest you give further information so we can advise you better. :)

Staying outside the city center would be a good idea if you are on a tight budget as most of the hotels in the Heritage village tends to be more expensive. If you love the beach, I would suggest you stay at the Playa de Oro resort. Here's a link where you can find contact numbers of the cheaper alternatives in Vigan: theoppositelifestyle.com/201... Ooops. Didn't notice that you did say one night. :) Stupid of me. Here's a nice link by the way for a budget and itinerary although this is just for a day's visit in Vigan.
