I've read that the water is too cold at the end of July, is that true?
The ocean temperature will almost be at it's peak, however still freezing (65 degrees). Don't let that worry you to much because the actual weather will be perfect for beach activites.

ton's of kids and some adults still play in the water but it will be chilly. if you want to do some body surfing or real surfing, a wet suit would be advisable.

The water temperature is always cold off California. This is because the ocean current comes north to south, meaning from Alaska down the coast to California. - This surprises most people because the summer air temperatures can be quite warm - and the sand hot enough to burn your feet. If you're in great shape, it won't bother you. My ex swims in the winter in a bikini. But normal people wear a wetsuit if they're going surfing for a few hours.
