Trading Bolivars for Dollars

I just returned from Venezuela and was surprised that I was approached by several persons in the airport and asked if I wanted to trade my dollars for Bolivars. I did and got 3,250 Bs for 1 dollar. I thought it was illegal to trade anywhere except a bank or cambio. Has Hugo relaxed this ruling on changing money??? Later, after flying to another city in Venezuela, I traded 3,800 Bs for 1 dollar.     Yes, many people approach you.. but it is ILLEGAL... however.. hey, its a good deal. The problem is that many times these people hand you counterfeit bolivares.. what many people do is trade not in a bank nor with these people but with their venezuelan contacts/ friends.
