Is there a scheme in Vanuatu that refunds duty paid on purchases? TIA

I don't know any country that refunds (customs/excise) "duties", as opposed to sales tax/VAT! Vanuatu has a Value Added Tax, but no scheme for refunding VAT on purchases by foreign visitors. The only way to get goods VAT-free would be for the seller to agree to export them directly to your country of residence. See Section H in here: customsinlandrevenue.gov.vu/...
