This is their Tourist Board hostel, open all year: http://www.lovudden.nu/ Click on "kontakta oss" to see their contact details if you want to book. It says there is a bus from the city centre that takes 15 minutes...I can't verify this as I've only stopped in Västerås for a few hours ages ago...
