Getting a Visa for Turkmenistan in either Baku, or Tehran?

Hi, my friend and I are a couple of young Canadians looking to travel across Asia overland. We were wondering if it's possible to get a Visa for Turkmenistan in either Baku (Azerbaijan) or Tehran (Iran)? If so, how long would this process usually take?
