I believe the Php3000 is not enough for 2D/1N for the two of you especially if you are checking in for accommodation. That amount could be for food and entertainment alone. I suggest you book and pay your hotel in advance.

Too tight. I think it's possible though. But finding the accommodation that's around 1k is the key. It's easy probably on a weekday since most of them are not booked. There's fastfood in Tagaytay, (Chowking, Mcdo) or you can just bring your own food. People's park probably will be your main site to visit. Anyway, it's overlooking Taal and most of the small accommodation are by that side. Why not go there early morning and try to find an accommodation. You cant do it online since these small ones don't have a site. If you can't find one, just enjoy one day and turn back home.

Ooops, I should have said Picnic Grove, not people's park. People's park is the previous Palace in the Sky and would be further away. :)

Airport Tax for International flight is PHP 750/person. So you must pay PHP 1.500 for both of you. It means you still have PHP 1,500. You must pay for lodging. I am sure that it is not possible only with PHP 3,000.

it's a very tight budget for 2 in 2 days and 1 night but it's possible. where are you coming from and it depends on what you want to see in Tagaytay.

@Paolo - Your greeting should have been "Happy Birthday". :) Anyway, I don't think it would matter where you are going to celebrate it so long as you are together. Now, that's cheesy....
