Is it safe for a family to tour the region in a rental car?
Yes, it´s safe if you take the normal precautions.

I would not drive after dark . There is no real infrastructure for tourists and the road signs are bad.

Yes as long as you behave accordingly, keep the expensive jewellery, watches etc out of show and you should have no problem. Salvadorans were perhaps the most hospitable people I met on my travels in Central America
