Stockholm Tour

We will be arriving from a cruise ship to Stockholm and departing from Stockholm, Sweden via Delta airlines 10 hours later. We will have 9 hours in Stockholm. Should we have our luggage dropped at the airport and then do a tour (there are 7 of us, 4 adults and 3 children. Or should we hire a tour and leave our luggage in the tour van while we are on the tour.
