Help on Visiting Peling Feb 1st week

Hi, I am planning a 3 day trip to peling with my wife. Can you please tell me whether I need to book hotels in advance at that time ? Also, will the weather be too cold to tolerate? Can I visit chomgo lake and Nathu-la then? How far would it be from peling ? Please help. Also please suggest a budget hotel at Peling (within Rs 1000)
