I stayed ten days at Hotel Urquinaona in 2007 and other Vters stayed there more recently and were also very pleased. It is very close to Placa Catalunia and las Ramblas and rigth by a Metro stop and several bus stop. You can read more here "Hotel Urquinaona" - Hotel Urquinaona Tip by oriettaIT Happy travel

"Best" is so relative, the Hotel Arts named above is not only the "best" hotel in town, but one of the "best" of the world. However, if I was visiting Barcelona and money was not an issue, I'm pretty sure I would NOT chose Hotel Arts: I would rather prefer staying somewhere more central and in a more "unique" hotel, where you really feel like you're in Barcelona... like 1898, Casa Fuster... However, my tastes my be opposite as yours ;-) Regarding location, I would either stay in El Born (if you like old town trendy neighbourhoods, great shopping and dining and not that far away form the beaches), OR near Plaça Catalunya (to be as central as possible, walking distance to most sights and good transport options elsewhere) OR anywhere along or close to Passeig de Gracia (the most elegant area in town, top end restaurants and shops and many less expensive ones, still walking distance to some sights and good transport options elsewhere too) Rooftop pools tend to be minimal in most hotels, even it may be nice to relax near a exterior "bathub". Please give us a budget estimate, there are many hotels in town!
