    most are if they serve alcohol, that is why there are so many beach parties

    Welcome to the U.S.! There are actually 18+ clubs in Texas, but like the previous poster said, they're not allowed to serve alcohol to anyone under 21, so they usually have a more expensive cover charge than the regular bars.
