From memory of previous similar questions, I think no. I had a quick search of Portuguese Yellow Pages and no results for Sintra. I suspect Lisbon will be the nearest place.

how do you arrive to portugal? if you come by air then the obvious thing would be to pick up a rental car at the airport. all major car ental agencies are there plus some portugese ones. the airport is less than an hour drive from sintra.

You can rent a car in Lisbon/Airport/downtown or in Cascais and Estoril. In Sintra there is no such possibility.
