Will I be able to find someone to direct me in English on arival at Shin-Osaka
At Shin-Osaka to where? The best bet is to go to the Green Window at Shin-Osaka, and ask for the direction, if you are taking a train to go to another destination.
If you are going to city, the information desk would be a better bet.

Shin Osaka Stn., being a Shinkansen terminus, has a large service center. You should be able to find someone who can speak English, as well as English printed material.

What are you looking for? Just directions to another train or how to get tickets? If you want tickets, the ticket window should be fine. If you are looking to get to Osaka Station, just follow the signs. They all have English on them. It is a lot easier than you think.
