There was a thread recently on another site involving this topic. As I recall, there are permits necessary, however, it depends on where exactly you're looking at getting married in the Sedona area because the forest service ranger district changes just a few miles out of town. If in the Red Rock District, I believe the permits and fees are mostly for the logistics of dealing with a large number of people and will likely require the use of one of those planners. However, you can get just outside the district, on public lands in the other ranger district, and not have to deal with those permits and fees. But the views are a little less spectacular. But, also, there's not really a "mountain" in Sedona. Just a lot of formations called "Rocks," hills and canyons.
