The closest beach to Santo Domingo is Boca Chica, about 45 minutes from the city center. I haven't been there but the report I've got is that the beach isn't all that good and people recommend Juan Dolio (about 1h15 from the city center). As to beach resorts: how much is your budget per person per day or per room per day? Would you prefer a non All-Inclusive place? Off the top of my head, I'd recommend Sosúa or Cabarete for beach action during the day and partying during the night, but those towns are about 4-4.5 hours from Santo Domingo and I wouldn't advise anyone to drive at night from Juan Dolio/Boca Chica. Rent a car: I think renting a car depends on where you're going. Within Santo Domingo, take a taxi if you don't wanna walk or take the bus. If you're traveling a lot outside of Santo Domingo, then a car might be good but we have excellent first class buses to take you to a lot of places. We have some GPS maps, yes. Check out: http://la-hispaniola.com/ and then go to "Foro". You need to register to download the free maps and I think they work with Garmin GPS.
