I understand they provide very quick FM-3 service in San Luis. Does anyone know who I should contact there for this service?
"Quick" service? Each office seems to operate on it's own schedule/time - no telling in advance what you'll encounter. Are you talking about a first-time FM3 application, or a renewal? If it's first-time, why not handle this in your home country before arriving in Mexico? Who to contact: the local office of Migration. Just ask around, you'll find it.
