The Top of the Mark bar at the Mark Hopkins is exceptional, but to answer your question a little more thoroughly, it depends on your purpose.

I have stayed at both, one for attending a conference at the Moscone (the IC SF) and one for leisure sightseeing. If your purpose is a convention, stay at the IC SF. It is too convenient for walking to and from the convention, and it makes finding a cab or other transport irrelevant.

If you are there for pleasure and those are your two choices, go with the Mark Hopkins. Wonderful location, great view, and one of the nicest hotels (chain) to stay at in SF.

    Hope this helps.
