I used to get a MTS sim card when in Russia from any mobile shop. You can only get it once you have your registration from your accomodation as you need to show this paper in order to buy one.

If you are a frequently traveller you should buy Traveller's SIM-card at home. It works only abroad (usally in 40-120 countries in the world) by means of "call-back", but the calls cheaper, then in roaming. Find something like this in stores: http://new.travelsim.com/

Skype? :-)

I think the cheapest one is Tele-2 but the quality is not so good... Megafon or beeline would be better. MTS is the most expensive one and charge money for non-existent calls. And I think you really don't need registration to buy a sim-card, only passport

I was traveling to St.Petersburg this summer with my friends. We took mobile phones for rent. It was very cheap and convenient cause we paid fixed price and got free calls to each other and 20 minutes of international calls to any country per day. There were a lot of different tariffs and we chose the best one for us.It was easy because there were english speaking consultants who explained everything. If I'm not mistaken the name of the company was "guest mobile".

There are many wi-fi spots in the city (McDonald's for a example) and you can call via skype. The hotels often have wi-fi access.

Wi fi is not comfortable;) I prefere to use 3G modem in business travel. WiFi can be lost and you have to go to the nearest cafe with laptop ... to an unknown location in bad weather.
