Fast/cheap from Rijeka to Dubrovnik and beyond

I am looking to go from Rijeka to Dubrovnik. Is there a fast way to do this? I am also poor, so if you know of a cheap way to do it let me know. I am not too sure of my driving capabilities so a car is out. Also, is it possible to go on from dubrovnik to sarajevo and then on to Budapest? Also is this all a safe area to be going if you can go?

    Your only choice is (inexpensive) bus. Yes, of course it's safe.
