I need to know if an outdoor ice skating ring is located in the old section of the city.
I'm not sure the ice will be very good this year, unless it gets really cold again fast. At least, if you are coming right now, it may not be terrific. But, March can get cold still, so maybe. May want to have an indoor skating back-up plan too.

There is an outside rink near Palais Montcalm, at Carré d'Youville, near Saint-Jean's gate. But, I think it will be close : we have a pretty warm week right now. So, it will likely be for next time ! Yvon N.B. I am not in Québec city right now, but 1 hour away, so I didn't see it for sometime...
