I doubt if individual travellers would be notified other than by their tour company or tour reps.

But you can check the regularly-updated UK government health advice for Dom Rep here:

    fitfortravel.scot.nhs.uk/des...

    and for the US here:

    wwwnc.cdc.gov/travel/destina...

I am not aware that cholera is or has been an issue.

I imagine the OP is concerned because cholera is presently a major issue in neighbouring Haiti. The Dominican Republic has sealed off its border in an effort to prevent the disease from spreading, which certainly is no guarantee of anything.
The article in attached link might inform those interested of what the situation is at this stage on both sides of the border.
Best is to stay on top of the news, search that subject under given country name and you'll find updated information.
The radio here in Montreal is broadcasting info constantly about the situation, perhaps because there's a large Haitian community here but also because Canada is involved in aid programmes to Haiti.
Maybe you can get the same news coverage?

    Ah, that explains it.

Have heard nothing major on our radio news about border-sealing, although the cholera epidemic has been reported, of course.

If there's an outbreak, the authorities will make a public announcement. In the mean time, it's business as usual.

Let's not forget that Punta Cana is VERY far from Haiti.

There have been rumors of cholera in Higuey, which is the closest town to Punta cana ( about 40 minutes driving ) but none of this rumors have been reconfirmed by any of the authorities in Dominican Republic, there is an strict control of the border line between Dominican Republic and Haiti. Many indocumented haitians which were living in the East side of the island have been deported or sent back to their country and the reforced the entrances to the DR from haiti. Besides there is an educational plan in which the authorities are trying to instruct the Dominicans how to prevent this disease, even on the local mobiles we receive mms indicating how to prevent and be careful about this situation. In Punta Cana there has been no reports of any case of cholera.
