Punta Arenas is abeautiful city , if possible, I want to spend several month in Punta Arenas for language studying instead of Santiago! Is there any school or language center offer courses for foreigner ?

Simple answer is yes and I know this because when I went there someone at the bus stop tried to sell me one. Unfortunately can't be any more specific than that, but try checking out the Sernatur office there, they are usually pretty helpful, and ask at tour companies.
