Entry for Thais without a passport.

I live in Phuket and I am thinking about making my next visa run a trip to Langkawi. I would like to take my wife and two kids but don't know the entry regulations for Thais. They do not have passports. Can they get a border pass or travel document at immigration in Satun before we take the ferry?
